I can't install the nuts with my hands is that normal?

Yes, you will need a wrench to assemble this base. The nuts have a nylon lock ring that prevents the nuts from vibrating off. You will need a wrench to get the nuts to tighten past that lock ring.
What are these measurements:1. Left outside to right outside of two u-bolts2. Base plate measurementI need it to fit between two fixtures and am unclear what these measurements are from the description.Thanks in advance.

The inner and outer distances of the u bolts used with the RAM-235U are 1.295" inner and 1.51" for the outer. The plate itself is 2.07" x 2.5".
