What surfaces is this suction cup compatible with?

Suction cups work by creating a vacuum, so they require an extremely smooth surface. If the surface is textured at all air can get in and the suction cup with loose grip. Suction cup mounts work best against windows and highly polished metal surfaces.
Can you adjust the suction cups of this base like you can the RAM-B-189B-PIV1U?

Unforunately no, only select dual suction cup mounts have the pivotting connection that allows the suction cups to be adjusted to a surface that isn't completely level.
