Is the RAM-B-202U-23 base suitable to be connected?
No, RAM Tab-Tite Backplate with Hardware uses a 4-hole AMPS pattern (1.181" x 1.496") while the RAM-B-202U-23 has hole spacing of 2.5" x 1.5". The RAM-B-202U is a round plate with ball that has the 4 hole AMPS pattern and is normally recommended for use with TabTite holders.

Is this backplate spring loaded?
Yes, the RAM-HOL-ACU is spring loaded. The images on that product page show the spring loaded portion partially extended.
