Can this be used with a RAM-HOL-TABL28U? Also, will it hold a position relatively well while an off-road vehicle bounces over bumps?

Technically the parts will connect to each other if you also pair it with the socket arm and ball adapter RAM-B-103U, however this would not be recommended for any heavy duty/off-road environments. If you are looking for a roughly 12" extension, we would recommend these parts to build out a complete kit:

Holder: RAM-HOL-TABL28U
Arm: RAM-103U-D
Base: Any base shown in this link

The arm is just over 9" long, and with the other components it should put you really close to 12". For the Base option it will depend what exact surface you're looking to mount against, whether it be drill down or rail etc, but anything there will be compatible with other parts to complete the setup and should be reliable enough for any heavy duty off-road use.
