The RAM-117BU consists of the RAM ROD® 2000 fishing rod holder and patented 1.5" diameter rubber ball. With the combination of the patented RAM rubber ball and socket system you can rotate the rod holder 360 degrees, while tilting the cradle forward and back for the optimum angle.

What type of reels will this hold? In the pic I see a baitcaster but will it also hold a spinning reel?
This holder can support both spinning reels and baitcasters. The holder has multiple cutouts and indents for various spinning reel positioning, but can also support baitcasters as shown in that photo.
