Does this mount telescope up and down?
No, the vertical pole is fixed and does not move up and down. The double socket arm at the top of that pole can be adjusted though so you are still able to change the height and position of your device quickly and easily.

What is the angular increment for the ratchet part?
The angular increment of the ratchet portion of the RAM-316-HD-18-202U is 22.5 degrees.
