How do I know what hardware is required to bolt this to my device?

The hardware will often times be included with your device. If not we would recommend checking the owner's manual or reaching out to the manufacturer of your device to find out what size screws your device will accept.
What are the 4 shoulder washers used for?

The four included shoulder washers are meant to accommodate smaller screws in case the original holes on the ball plate are too large. These washers will reduce the risk of smaller screw heads stripping through the larger holes, and can be used with any of the holes on the ball.
would M4 size screws work with the mount?

Yes, M4 screws will work with this base.
